In another bowl, whisk together the flour, baking powder, salt, cinnamon, nutmeg, and cloves.

Gradually add the dry mixture to the butter mixture, alternating with the milk.

Stir in the orange zest.

Drain the fruit if necessary, then gently fold in the soaked fruit and chopped pecans.
